PATNA — In another reshuffle of police officials in Bihar, Chief Minister Nitish Kumar on Thursday effected transfer of four senior IPS officers, including Additional Director General (ADG) of police (Headquarters) Neelmani.
Neelmani was promoted as Director General of Homeguards and Fire services.
The government, however, sprang a surprise by shunting Bihar State Electricity Board’s DG (vigilance) Manoje Nath as DG (sports authority). He had been busy pursuing the anti-corruption measures and had even lodged an FIR against the BSEB chairman and six others for causing a heavy loss of revenue to the board.
Manoje Nath, a 1973-batch IPS officer, has the reputation of being fiercely independent, honest and upright.
State vigilance bureau ADG Anil Sinha has been given additional charge of BSEB (vigilance).
Senior IPS officer U S Dutt has been appointed as the new ADGP (Headquarters), while R C Sinha is the new ADG (Communications) replacing C Lima Imchen, who is retiring on Saturday.
The government also transferred some IAS officiers. IG (prisons) Ramesh Lal and West Champaran district magistrate Dilip Kumar, will swap their positions. Manish Kumar, OSD in the department of personnel, will be the new DM of Lakhisarai in place of Prem Kumar Jha, who has been made director, food processing industries.
I have been quietly following the debate generated by the transfer of Manoje Nath. I have served in Bihar for more than thirty five years. So even though I have settled elsewhere I feel deeply drawn to issues concerning Bihar. I have personal knowledge of certain matters so I would try to place the debate in a wider context .Manoje Nath an IPS officer and Sapan Mukherjee are both very well known figures and both have a
reputation, one way or the other. I was posted at Bokaro in 1980 where Manoje Nath as a young SP, broke the back of the mafia in Bokaro and Dhanbad .He was shunted out within two days of his ordering the arrest of the MD of BSL plant and several top management cadre for some illegal award of contract involving crores of rupees .Mehta the MD was a very influential figure and it was rumored that the intervention had taken place at the highest level in New Delhi. After that we kept hearing about his efforts to do his job honestly and getting shunted around. I guess he has finally landed up as Civil Defense Commissioner or some such thing considered to be the worst posting for an IPS officer of his seniority.A recent news item in the Times Of India suggests that after a departmental proceeding initiated by the government of Bihar was stayed by the High Court , the Bihar Government has slapped another show cause , which on the face of it appears to be equally unmerited .He has been transferred and a complaint case , which the Principal Secretary described as an “afterthought” lodged by Sapan Mukherjee is pending in the court .This is the status of Manoje Nath who had initiated a criminal case for corrupt acts against the “Chairman” in the normal course of his duties as the head of Vigilance-two departmental proceedings ,a complaint case lodged by the accused , and transfer apart form the hostility of powerful section of the Government .
Sapan Mukherjee started his career as a Junior Engineer in a private utility company which was later absorbed by the Bihar State Electricity Board .He has risen to be the Chairman of the Board a post reserved for an IAS officer of the rank of the Chief Secretary. He is an accused in a case of corruption, the government is yet to grant the sanction even though the Supreme Court has ordered that the sanctioning authority must decide it in four months .Incidentally one of his accomplices in the Vigilance case was arrested red-handed while taking bribe for settling a disputed electricity bill. The accused has been promptly suspended but Span Mukherjee continues to be the Chairman .In fact his recommendation to the then Chief Secretary Sri RJM Pillai to transfer the DG Vigilance has been heeded to. He continues to enjoy the freedom form arrest and other coercive action granted by the High Court immediately after the institution of the case in April.
Vijay Verma referred to in the above report, had perhaps not placed the facts the way government would have liked him to do , I have learnt was immediately transferred to some utterly inconsequential post.
Sri RJM Pillai who did what was expected of him, I have learnt, has been made the Chairman of BPSC after his retirement in August. If this had taken place in the previous regime it would have not surprised many but this has happened in the age of “sushasan”.I have done my research by largely googling the name Manoje Nath and some crosschecking from hosts of acquaintances picked up in the government and media .I believe that one of the news papers published from Patna had openly speculated that Manoje Nath was likely to be overlooked for the post of DGP because he had dared to lay his hands on Sapan Mukherjee who was very close to Chief Minister Nitish Kumar. I think we can now have a solid and rational basis for carrying out the debate because facts are sacred opinions are not .Will some reader form Bihar please react and give us the impression prevalent there. Things look extremely disquieting from this distance and Nitish Kumar is seen in a very poor light in this whole affair.
We are living in a world of darkness where corruption creeps through every vein of this nation. It is people like mr. Manoj Nath who tries to throw some light. As a yought i m part of cluster who is often refered as the “FUTURE”. But nw i m discouraged and disappointed and i m all the more ashamed to be the part of the system……U tell that we are free but i certainly doubt……….
Ever since we have recovered from the dictatorship of the last 15 years Government the common people are yet again trapped in the dirty game of politics out of which we the biharis are perhaps never destined to come out! the administration of law has been prostituted for the benefit of the exploiters!We are living in such a state of misery , where robbing the brains of the people is as simple as grabbing choclates from a kid!…..We simply lack the power of judgement! people can do nothing more than thinking relatively! and same is the case here….! we arent having a ”home shoppers” show going on over here such that general people are easily swayed towards every new schemes offered by every new leader! its high time when people start thinking above relative comparision, its time that people themselves take some serious steps towards fullfilling the dream of SUYOGYA,SIXHIT & SAMPPAN BIHAR!
The so called saviours of bihar , the new government is trying to protect its supporters who have been involved in the jugglery of money of electricity department to rescue its next ”5 YEARS PLAN”
One honest officer who raised his voice against them has been constantly put down ,transferred and been offered every hindrance between him and his duty that he oath of serving!
Biharis are holding the same opinion that the I ndians were holding of the Britishers in the initial years of slavery! their policy was simple”"dazzling the minds of the people with trival pleasure and robbing them on a bigger interest”!

Bihar has always faced the anger of Central Govt.Because It is always found that in Centre either Congress or BJP govt.is there and in State RJD and now JDU is there.
I remember before emergency in Congress Raj Bihar was much more devloped because Centre also given fund to the congress run state (before 1977) and when BJP led govt.was there in Centre with 13 Ministers from Bihar at the time also RJD govt.was there in Bihar. So BJP at Centre never given any fund to Bihar. Not only this they also divided the Bihar and made a separated state as Jharkhand from Bihar. BJP people also tried to stop sending foods and mustard oil and food from outside state boarder and tried to defame Lalu or RJD. Even they tried to use Army to arrest Lalu. We should try to understand that in Bihar still there is caste system and Jamindari system. Big Landlord decided in villages what they want to do. and no body can go beyond their choice. Police and administration is under their control. Lalu has done nothing for Bihar but he only strengthen poor poeple living in rural areas. In Lalu period No big landlord even dare to think to upset and lower cast people and all the middle and lower class people voted for RJD.
But i also feel that Politician should not be given more chance so if RJD or Lalu gone it must should go and Nitishji be given chance to think for a better Bihar. WE should also think that we should vote for a party which is in the Centre so that more and more fund should come in the state like Maharashtra and Gujarat. We would also takcle criminial activities in Bihar because it does not require a single money to control criminalisation. I think if criminal activities is stopped in Bihar Industrialist of whole India can invest in Bihar because Maharastra is in the cluthes of MNS and shive sena. and Bihar and Bihar is far better than any state and its people is more labourious, more honest, more simple, more brainy and cheap labour is available in bihar. Water is available, Plain land is for agriculture and industry. But the first thing that Bihar can survive only if criminal activities should be stopped by the govt.machinery and political leaders should be honest and development minded.
Khamos baised commentators ! Shri Nitish Kumar is marvelous leader and tops the whole political cirlcle in India, no one can question his integrity and sincererity. He is true son of Bihar soil. You peole have forgotten distruction of Bihar by Congress, RJD, Leftiest and other parties Chief Ministers and their Leaders, they were looting Bihar and made it ‘Bimaru State’. Bihar adminstration is subject to obedience of Chief minister office. These officers are paid by Goverment and they are supposed to abide by all rules and regulation of the state. You’re REALLY missing the point of a democracy, aren’t you??
And even so, no one can question his integrity? But that’s what’s been in question, throughout this discussion, and with quite sufficient legitimacy. ‘I Maleficent’ has set out fairly specific examples, and I’d expect you’d respond to the facts cited. The last thing I expect in a democratic debate is to be told I’m not “allowed” to criticize someone because it’ll “demoralize” him!
Demoralize him to what end? Reduce his motivation to make money off the taxpayer? Good! In fact, it’s begun already. The revenues at BSEB have already begun to increase, as pointed out earlier in this debate, as soon as the case was filed against its chairman, leading the assembly inevitably to the conclusion that it must be the board itself then that’s responsible for the meagre revenues.
The administration may be subject to the laws of the state and the nation, but then so is the CM. The CM is also a public servant, and is accountable to the public.
And remember this, Bihar’s poor reputation in the last decades has been primarily for corruption. It’s corruption that leads some people to ridicule Bihar, even more than development issues. It was the series of scams that did the worst damage.
So corruption should be Bihar’s worst enemy, if it actually wants to hold its head up high in the federation of states. Not that ANY other state in India ACTUALLY has any reason to be particularly proud of itself either!

Dear Ms. or Mrs. or Nuetral Cyfanchor, I am really amazed to see your comments full of impression of congress which ruined Bihar from a Gaint world famous state into cattle dung since Independence of India, do you know why ? Because congress never wanted Bihar and its leaders to grow at National and International Level, what congress has done from Nehru to Sonia just destruction, manupulation, forcing people of India to accept foreign culture and religion. They could not control flood from into Bihar from Nepal, they created castwars, rich and poor distance, backward and forward slogans, Muslim and Hindu difference, this all happend in Bihar mainly and this is reason Biharis are not respected anywhere in India, some of the leader like Lalu and Ramvilas who were arch rival and made their career against Congress joined congress at last and made the whole Bihar a ‘Bimaru state’. In nut and shell, you talk about the issue of transferring a public sevant from one post to other, it is not a big deal, they are paid and wherever Government wants to transfer, can do so at any time showing reason, as law and order of the state total lies with head of State (Chief Minister) . If people have elected leaders, so they are not a public servant but a public representative and as per constituiton they have powers, duties and responsibilities. I have not seen any leader so far in Bihar like Nitish Kumar who is treating Bihar like Doctor, Bihar has got TB and he is trying to give medicines and operating its wound to give a second life to this state. These IPS and IAS officers are somewhere connected to all big leaders and political parties and they work more or less on their behest.Their search starts with knowledge when any election is about to come till that time they sleep like terrorist of sleeper cell, because of these IPS and IAS sevants, the situation of Bihar or India is so orthodox that a poor man can not get justice or information, they work as secretary to Minister and tells all cook and bull stroy as minister and reperesetative of people, they do not have full knowledge and trapped in the clutches of these goons and whatever these public sevant says that is done by minister sahab this happens everywhere as no one can learn art of adminstration within 3-5 years, it takes a well educated leader to know the whole adminstrative activities after he remains in ministery fro 15-20 years.

No Rajesh if you say “you are not matured enough or biased”, it DOES NOT mean what you think it means, it actually means the opposite. It means I am not mature or biased. Saw the neagtive operative clause before biased? Language is usually learnt by the ear, but you can sometimes pick up a copy of WREN and Martin too , to check.
Also hysteria is a rare problem but that doesnt mean it doesn’t exist or you don’t have it. And as for the new allegation, Cyfanfor and I are the same people, it’s quite loserish, have you ever heard of two people with the same point of view and who don’t get epileptic everytime someone diasgrees with them, well Cyfanfor is a normal, argumentative Indian. You’re deeply contradicting yourself. If raising your voice is meant to keep a “curb” on politicians, how would that work if we desist from commenting on utterly corrupt individuals just because their PR machinery has you duped into thinking they’re actually doing good.

I don’t know mr. canfanfor first of all why you people keep such tragedic names and second which pr mechanism your are talking about .
IF you talk about past also at that time they both were together because they had a good mission of uplifting the deprived section of our society.I don’t know which criminal you are talking about and that does not mean that mr. nitish supported him to be criminal .
Anyways leave the past and try to leave in present, see what changes he has brought for us.
Obviously, there would be many limitation and loopholes but as a whole he is doing a good job and is our hope and hero.
Mr. manmohan singh , rahul gandhi big media groups aaj tak, Tv18 and all are not made that they are simply praising his efforts .
He is only politician in bihar who talks about development and makes it an issue in elections .
Otherwise people like mr. lalu says development koi mudda hai kya usse chunao nahi chita jata .
So boss keep faith on yourself ,our people and our govt. they are doing good job and we are again coming back on track, so please do not try to completely derail it by praising undeserving and cheap politician and start appreciating for doing something good.

I agree with Imaleficent. Sidelining honest officers is a bad sign of governance. We should not keep praising Nitish all the time and at the same time give up the habit of blaming Lalu for all our failures.
One of the last vestiges of colonialism is the culture of secrecy. Even after more than 60 years of independence if we have not been able to rupture this, only we’re to be blamed. Blaming our bad politicians all the time for our poor governance is our own failure. We comfortably forget our own non-actions. From my own experience of RTI I would urge people to use it for greater public interest.

Exactly! RTI! No one even talks about it. Governments are not our mumma-pappa, who will naturally be inclined to do the right thing. Power corrupts. It could happen to Nitish too. Why is it so difficult to accept that?

This is part of the letter that Swapan Mukherjee sent to the government when he found that there was an FIR filed against him.
“He should have at least discussed the matter with me before deciding to file an FIR against me. To the best of my knowledge, he did not seek permission from the state government to initiate such an action against me,” Mukherjee said in the letter.
So one needs a permission from the person to file an FIR against him? The arrogance and might of corruption is unbelievable.

If we don’t watch out and ask our goverment questions, Shantu might not need to go to Afghanistan or Pakistan or Africa ( which I assume you think represent bad governance and chaos) we will have a replica here itself.
Did you know that since Manoje Nath filed a case against the Chairman Swapan Mukherjee, the revenue of Bijli board ACTUALLY went up, and this question was raised in the assembly, pointing out that Bijli board karamcharis are the ones sucking the state dry?
Did you know when Nath was going to arrest the Chairman S mukherjee, S Mukherjee got reprieve/relief from court on a SUNDAY! Courts are shut on SUNDAY.
Since then Manoje Nath has faced proceedings, a suspension threat, and also has an FIR lodged against him for intimidation by Swapan Mukherjee, which apparently is a bigger issue for the Chief Secretary than the FIR lodged by VIgilance for monitoring corruption.
Manoje Nath has fought his case at the CAT and finally the HC asked the government to stop harrassing honest officers.
Did you know the government has wondered whether Manoje Nath as DG (Vigilanace Electricity Board) has any right to monitor corruption in Vigilance board? Yes it gets that stupid!
Did you know that BERC has actually complaint about Swapan Mukherjee earlier also.
Did you know that Swapan Mukherjee is the first technocrat, who jumped more than 156 people(who were more qualified than him) to be the Chairman? And you would know it’s wrong!
Do you know that Swapan Mukherjee Nitish Kumar and Lalan Singh are quite thick and people are actually scared to say something about him?
Do you know how difficult it is for honest officers to work, if the bijli board doesnt lose all it revenue to corruption and chori, there are about 5000 villages which can get on the grid.
I have been following the BSEB case quite closely and I am shocked at this transfer. Anything to save Swapan Mukherjee from arrest doesnt make me place my trust in Nitish Govt when he talks about cleaning up corruption. Just because someone donates heavily for your party and is a friend doesnt make it right. Corrupt must be brought to the book.

AS far as they are development oriented and at least do somewhat better for our state , i am very fine about them .
Also u see we do not have any choices ,and i can see people of other states talking so good about our state because of mr. nitish good governance

It’s a good thing to feel proud about the state and random cursing doesn’t help. But it’s also important to realise when to stop applauding and smell the coffee.
The article is about shunting an honest officer when a few more weeks in the office might have meant arrest of a person who is the poster child of Chori and Corruption.
Everything is so familiar about this plot, the honest cop, corrupt chairman and a CM who accommodates his corrupt friends, it could be out of a cheap eighties movie.
Isn’t it time we “raise our voices and asked questions”.
For the record the name is I Maleficent and the gender is woman.

ok madam Maleficent ,but why is that you kept such a name for yourself ,i no ways you are causing harm or acting like devil.
Anyways even i am not against raising our voices,it should always be done to keep a curb on our politician ,it was just by seeing such derogatory remarks against somebody who is may be not best but at least doing some good for us ,i could not resist myself.
Its so good to hear from people all around the globe from a laborer to director of company praising about efforts of we biharis and telling that the governance of this govt. is there though i too admit that there are many loopholes .
But its always necessary to lend our support to our govt. particularly at the phase we biharis are going through and the protest also should be constructive.

The name is a random choice from a fairytale. One of the characters is called Maleficent.
I can log in as Kamala the next time.
I am -unfortunately- a non resident Bihari. I am proud of being a Bihari and most of the stuff I post here is extremely well researched and fact based.
What Bihar needs is a dynamic junta who will be aware of whats happening around. Debate and thrash out issues, instead of operating all Black and white. The way it happens here. Lalu is the devil, nitish is god or the other way round Lalu is the messiah and Nitish is a criminal. Real life doesnt operate like that. It’s power and it does corrupt. They are human beings too. They can stray from the path. And that is why we need to be aware.
On that note, I notice people get very upset when you dont agree with them. And that’s when the personal attacks happen. I Maleficent, the name has stood me in good stead in a lot of debating communities. Let them vent their frustrations out on this name.

Are you Nitish Kumar’s wife? Is he your pati parmeshwar? That he “needs to be obeyed”. He is your elected representative.
People like you do so much disservice to the cause of democracy. Yes, officers are paid by the government and they are abide by all rules and regulations of the state. So what is your point here?
Have you even bothered to read the details of the BSEB case? This is the sort of hysterical behaviour when it comes to Nitish Kumar makes me laugh. Just because he comes after Lalu and he is more refined than him doesn’t make him that “much better” and really you have decided that he “should be the CM for the next ten years”.
This sort of a statement reeks a lot of the patni type mentality of “saat janam” etc. This is governance. And people should ask questions. It’s healthy. The CM and the junta are not Pati-Patni. You wont be punished by God for asking questions to your CM.
After all him and Lalu were the Ranga-Billa, Saanp-Naagnath till about 1996 as someone pointed out somewhere in the debate.
Rajesh, I would like you to look at the relevant post where I have actually discussed the issue and reply if you have something to say relevant to the topic.
If you just want to sing hymns to Nitish Kumar, carry on by all means. Whatever does it for you!

Dear Ms. or Mrs. or Nuetral malfunction, I am not wife of Notish but you look like chhaka of congress or Lalu, really amazed to see your comments full of impression of congress which ruined Bihar from a Gaint world famous state into cattle dung since Independence of India, do you know why ? Because congress never wanted Bihar and its leaders to grow at National and International Level, what congress has done from Nehru to Sonia just destruction, manupulation, forcing people of India to accept foreign culture and religion. They could not control flood from into Bihar from Nepal, they created castwars, rich and poor distance, backward and forward slogans, Muslim and Hindu difference, this all happend in Bihar mainly and this is reason Biharis are not respected anywhere in India, some of the leader like Lalu and Ramvilas who were arch rival and made their career against Congress joined congress at last and made the whole Bihar a ‘Bimaru state’. In nut and shell, you talk about the issue of transferring a public sevant from one post to other, it is not a big deal, they are paid and wherever Government wants to transfer, can do so at any time showing reason, as law and order of the state total lies with head of State (Chief Minister) . If people have elected leaders, so they are not a public servant but a public representative and as per constituiton they have powers, duties and responsibilities. I have not seen any leader so far in Bihar like Nitish Kumar who is treating Bihar like Doctor, Bihar has got TB and he is trying to give medicines and operating its wound to give a second life to this state. These IPS and IAS officers are somewhere connected to all big leaders and political parties and they work more or less on their behest.Their search starts with knowledge when any election is about to come till that time they sleep like terrorist of sleeper cell, because of these IPS and IAS sevants, the situation of Bihar or India is so orthodox that a poor man can not get justice or information, they work as secretary to Minister and tells all cook and bull stroy as minister and reperesetative of people, they do not have full knowledge and trapped in the clutches of these goons and whatever these public sevant says that is done by minister sahab this happens everywhere as no one can learn art of adminstration within 3-5 years, it takes a well educated leader to know the whole adminstrative activities after he remains in ministery fro 15-20 years.
