Bihar government for effective single window system

Bihar Chief Minister Nitish Kumar today said the state government is committed for “effective” and “functional” single window system to promote and facilitate clearances for private investments in the state. “We have single window system policy to promote investments in the state.

The system will be reviewed if the need arises. We want an effective and functional single window system so that entrepreneurs do not face hiccups or problems in getting clearances for their projects/proposals,” industries department Principal Secretary S Siddharth said quoting Kumar during his interaction with entrepreneurs at the 8th Udyami Panchayat meeting held at ‘Samvad’, the Chief Minister’s Secretariat.

Entrepreneurs who put up their views, problems and grievances, hailed from various sectors of industries including food processing, health care industries, plastic industries, agriculture equipment and opportunity, Hotels and Restaurants Association of Bihar, travel and tourism, garments and textile etc.

Stating that Udyami Panchayat would now be a regular affair on every fifth Monday of the month, Kumar said the Industrial Incentive Policy would be amended so that entrepreneurs do not face any problems. “SIPB should clear the proposals at the earliest.

There should not be any obstacles/hurdles in getting clearances for setting up industries in the state,” Kumar said adding entrepreneurs today praised the state’s 2011 Industrial Policy.

Stating that the current industrial policy was effective till June 30, 2016, Kumar said “the new Industrial Incentive Policy will be ready by June 30, 2016. The suggestions and ideas given by the entrepreneurs in today’s meeting will also be incorporated in the new policy.”

The Chief Minister said that the state government has given Rs 3,000 crore as subsidies to entrepreneurs since 2006.

Kumar, however, admitted that the state has not received any big investments in Bihar but even then the state’s growth rate has been in double digit.

Stating that there is a huge opportunities in sectors of sugar mills, food processing, IT, tourism, and health sectors, Kumar said that “the government will concentrate on areas and sectors in which there are opportunities for the state. Besides, the government will give concessions to those industries which create job opportunities in big numbers”.

On the issue of pollution created by industries, Kumar made it clear to the entrepreneurs that the state government will not compromise on the issue of environment. “We do not want industries which pollute environment,” he asserted.

The Chief Minister re-iterated that Public Grievance Redressal Act was going to be implemented from June 5 in the state.

Under the mechanism, people would not only get opportunity of their complaints/grievances to be heard, but would also get right to get their grievances redressed.

Deputy chief minister Tejashwi Prasad Yadav, finance minister A B Siddiqui, industries minister Jai Kumar Singh and ministers Bijendra Yadav, Ashok Choudhary, Krishnandan Prasad Verma and Ramvichar Rai were also present at the Udyami Panchayat.

Prominent entrepreneurs, industrialists and industry bodies, which interacted with the Chief Minister during the Udyami Panchayat included – Bihar Chamber of Commerce and Industries president O P Sah, Bihar Industries Association (BIA) president Ram Lall Khaitan, former BIA presidents K P S Keshri, S P Sinha and entrepreneurs Subhash K Patwari, Narendra Kumar, Prabhat Kumar Sinha, Prem Narayan Prasad of the Bihar Rajya Bunkar Uthan Mahasangh, Gaya.
