More students going to school : HRD Minister

PATNA — The efforts of NDA government under the Sarva Shiksha Abhiyan (SSA) has yielded positive results with 38.25 lakh children in the age group of (6-14) being brought back to schools in the state, Human Resources Development minister Hari Narain Singh told the Bihar assembly on Thursday.

Replying to the budgetary demands of the department totalling over Rs 8,700 crore, Singh said the number of dropouts of school children was 45.75 lakh in 2001 which came down to 7.5 lakh during the current year.

He said that the government had resolved to cover all the 7.5 lakh school children and provide them quality primary education during 2009-10 as it’s their fundamental right.

Singh said while the erstwhile RJD dispensation spent Rs 1081.51 crore between 2001-02 and 2005, the NDA government spent Rs 1539.59 crore in just one year (2006-07) under SSA. The expenditure rose to 2176.41 crore during 2008-09.

Impressed by the state government’s performance on this front, the Centre has increased the allotment manifold and has sanctioned over Rs 4,300 crore to Bihar for the year 2009-10 under the SSA. Uttar Pradesh on the other hand had been allocated Rs 3,800 for the same purpose.

Under the scheme, 15,000 new school buildings were constructed and 1,20,451 additional class rooms were added to schools till March, 2009, the sources said.

Singh said that school going children upto class VIII were being provided books free of cost since 2008-09 and the government had spent 201 crore on this front.

Bihar Education Project Council (BEPC) sources said that the maximum number of children who have returned to schools were Muslims. In March 2008, the Muslim child population in the state in the age group of 6-14 was nearly 33.06 lakh and of them only 2.83 lakh were now out of school.

The project director of the BEPC, Rajesh Bhushan, said that schemes such as ‘Bal Sansad’ (child parliament), Meena Manch (girls club) Hunar (vocational training for muslim girls), Uthan kendra, Talimi Markaz, Martial arts for girls, English is fun and computer-aided learning were launched.

Sarva Shiksha Abhiyan (SSA) is Government of India’s flagship programme for achievement of Universalization of Elementary Education (UEE) in a time bound manner, making fee and compulsory Education to the Children of 6-14 years age group, a Fundamental Right. SSA is being implemented in partnership with State Governments to cover the entire country. The central government bankrolls 65 percent of funds for the SSA project while the state governments’ share is 35 percent.

Had our comments being carried to our honourable HRD minister then their meaning had been justified.No doubt we got Shri Nitish kumar as one of the best reigning cheif-minister of the state.

Not the majority people of this state or any can be termed uneducated,had it be then this state would not had been furnishing IITians,civil servants,doctors,etc…anyways,what about the strikes paralysing the work of patna univ.and affecting employees.why not then institutes likeIISC,bangalore,IIITallahabad,etc,be opened here,what after M.sc?gentlemen?P.hd,same lectereship,nothing else,all research hub is in south india as foreign companies invests there,then do we have our future here?or we have to divert our line always?

Very important plight of those students here who really wanna make a difference,cannot due to irregular mode of payment of salaries,other such factors at the time when you are going to hit the hot iron rod….

JAI HIND JAI BIHAR just one request that improvement and encouragement in direction of sports is required as there is manpower but redefining of skill along with requisite infrastructure is necessary.For instance proper skating grounds for roller skating is necessary,which is a flourishing sport in our country and abroad and has a promising future.Besides,higher education should be focused first as the main criteria to be dealt with,along with regular payment of salaries to the respective departments which adversely affects the students.

all sport events should be organised on district level so that educated people ,atleast behave like civilized one…..

what is the actual data to dropout child 6to 14 in age group?it was in (2007-08) 21,19,584. so what is current data?

people of bihar region comprising magadh ,mithila and vaishali are very intelligent and have some good record of achievements even at present…..

they have to go outside for studies and spend money outside the state …this may be more than five times than they should have spent in their own state…the drainage of money like this from bihari pockets have made them poorest in india…

let the govt think over this and do something positive

Bihar has untapped potential in every field—industry, education, human resources. We are very rich in human resources. There are over 18,000 Bihari students studying in various educational institutes in Pune alone. More students from Bihar sit for the UPSC examinations than from anywhere else in the country. There is a great thirst for education in the state.
