Fund allocated for relief is not relief for Bihar flood. It is pocket money to levels beurocrat and politician. Most of these huge funds actually goes to politician & beaurocrats pockets. Flood in Bihar is the largest source of income for corrupt politician & beaurocrats at all level (From Delhi to Gram panchayat). Hight of Corruption: when contractor starts building bridge just before flood time. complete 25 per cent of works & get 100 per cent money reimbursed from the govt as they finished their work & flood destroyed it again. 75 per cent of amount is then shared between Sarpanch, Mukhia, Engineers, Officers & offcourse MLA/MP as these contractors are usually Puppets of MLA/MP. Central govt. should not misuse taxpayers money. Better to Invest 100000 Crore for longlasting solution (15-20 yrs) than giving every year 15000 Crore.
