		<description>Dear Maleficent, There is huge shortage of power all over Bihar, if you would electrify whole of area and power is not available, people will cut high voltage cables and wire and sell it in black market. I remember in my childhood days where we were hearing that up to 1 kilometer at stretch high voltage cable was cut and it was happening in Bihar, it was Bihar People who were doing that if government does electrification and at the end of day no supply of power due to shortage people will do the same thing and next government will come and say last government did not do any thing. Actually cutting high voltage cable was not only thief work but also handi work of political rivals. I would like to say that until you do not strengthen local governance it will be not easy to implement large and big projects and keep it intact. Please check Ramvilas Paswan when in central government as Minister of Telecommunication made possible to set telecom towers and exchanges at rural areas but not succeeded due to corruption at lower and middle level as line man and enginner wanted money extra to connect/reconnect or fix the problems, if you would talk to them, they would say that they can start agitation or strike. I would like to suggest that all the major public utility services must be given to private sector and Government must monitor them, this is way anything can succeed in bihar.</description>

And as always happens the investigating officergets punished for doing the right thing. Few false Cases and lame proceedings later to harrass him so the message is clear. You- mess - with - our - people - you - get - into - trouble.  So simultaneously he has to fight for himself at court and work on a case whic has basically become an obstacle race. The obstacles of course are provided by the government.

And then another ridiculous case where finally the high court asks the government to stop harrassing an honest officer.

The Government  has had enough. And of course there have been questions in the parliament. BERC has complained already about BSEB. Other facts come to light so the investigating officer is transferred after seven months. Swapan Mukherjee the accused of course stays.

The Chief Secretary chose to overlook the recommendations of the Principal Secretary to carry on victimising an officer who dared to mess with Swapan Mukherjee.

So basically now two &quot;pappus&quot; will be SACRIFICED to save the Chairman BSEB Board so he can steal more of the taxpayers hard earned money. The BIG ones always to manage get away and we feel so happy with such nominal gestures.

This Sushasan is a whole lot of hogwash. Cleansing Bihar of corruption is a selective process. If you are close to the government, you get scot free. And of course the government arranges it for you!</description>

Let us start communication in nice and productive manner, Where matter comes for transfer of any official in any state adminstrative machinery, it is not public but the Goverment decides as for certain duration public has invested trust in a particular party which runs the government, so here public has to watch the whole picture but have right to question the government on &#039;the issues&#039; on which election was contested. Now let us be unbaised , public must raise the voice against any Government or its machinery incase any one of them does not function the way it must function for the welfare of the state subject/public. Corruption can not be eradicated by common person just raising the voice against a particular chair but the whole system. Public has right through their opposition parties sitting  in assembly to raise the issues against the defect in the state machineries and can ask the government to rectify the anomaly in the system. BSEB officer&#039;s transfer is act by the state adminstrative machinery which has power to do so, ultimately it is they who have to decide right person at the right place. Commom person like us has right to discuss on this issue but can not question as we have elected opposition leaders in State Assembly. What do u say on this ?</description>

I am equally glad to learn that you are not some random fanatic. I understand your emotions about Bihar. And believe me, I am as thankful of the fact that Nitish is CM as you are. 
Laloo was corrupt and used the media to portray himself as a buffoon, and effectively managed to sidetrack the serious issues. The media was busy making fun of him, the centre didnt take him seriously and Laloo made hay while the sunshined on him for more than a decade.
We are walking into a similar trap now. We are so happy that we don&#039;t have Laloo at the helm of affairs that we have stopped being &quot;aware&quot; or even &quot;cautious&quot;. And if anything is brought to our notuce we refuse to look at it, because we CANNOT bear to think that our idol has feet of clay.
I would like to continue the debate over the BSEB 
transfers. There is some stuff you should see. For once I would like to see if providing evidence and info actually helps the common man form a judgement or is the RTI actually useless, because the common man doesn&#039;t care!</description>

Right To Information is basic to democracy and in litigous societies like the US it helps to keep corruption in check. But ooops! How dare we question Nitish. Since we have &quot;committed &quot; ourselves to him for the next ten years, as you raged earlier in another post.

Who was given an extension after he turned sixty years old( which is VERY rare and not recommended by the Sixth pay commission), then made the head of BPSC and now the Chief Information Commissioner.
