Seeking refund of Bihar flood relief fund a “technical requirement” : Pranab

NEW DELHI — After denying it for long, the Congress-led UPA government today officially admitted that it sent letter to Bihar government asking refund of Rs 1,000 crore given to the State by the Centre as relief for Kosi flood victims.

Finance Minister Pranab Mukherjee, admitting that the letter had been sent to Bihar as part of a “technical requirement”, said, “But I am assuring that there is no question of returning or recovering the money.”

He made the announcement after JD(U) leader Sharad Yadav attacked the UPA for being insensitive and sending a missive to the state government that the amount given for last year’s flood relief would have to be “recovered”.

Yadav, while raising the issue during Zero Hour in Lok Sabha, cited a letter dated April 27, 2009 written to the Chief Secretary.

“This is injustice,” the JD(U) leader, whose party is in power in Bihar, said adding that the Centre’s move went against the declaration by Home Minister P Chidambaram that the Centre was not discriminating against any state.

Joined by other agitated JD(U) and BJD members, Yadav said the money was being recovered despite Prime Minister Manmohan Singh declaring Kosi floods as a national calamity.

Yadav said after Chief Minister Nitish Kumar spoke about it, the Prime Minister had called him to assure that the matter would be looked into, but nothing happened though two-three months have passed.

Yadav pointed out that Rs 1000 crore had been allocated to West Bengal to cope with the situation caused by the devastating Aila cyclone.

“You can give more to West Bengal, we have no issues with it. But do not discriminate against Bihar,” he said.

BJD members also claimed that similar “injustice” was being meted out to Orissa, which had faced the brunt of cyclone some years back.

Pranab Mukherjee, while succumbing to Bihar demands and ruling out refund of relief fund, ruled out similar benefit with regard to Orissa cyclone relief, rejecting demands by BJD members from the state.

Central govt asking back Rs 100- crore given for immediates relief for Kosi floods, This is the most shameful thing I have ever heard in the world. Indian Central govtis full of Anti- Bihari and racist People.
Millions of people died in Kosi floods , and UPA asking the Kosi flood relief money back.Sounds too disgusting , for UPA money/victory is bigger than natuaral calamity.
They should learn from Bill Gates who has no connection with Bihar, but he still helping public healthcare in Bihar for Kosi flood afftected people

Very shameful Indian Central government , Koshi flood was a calamity of national level. Which had already devastated the poor Biharis people.
UPA is very shameful , allocating Aila cyclone people huge amount, and koshi flood which was so huge , they are not allocating any funds , and on top of it Rs 1000 crore they gave htey asking it back. It is disgusting

Great joke the Current UPA govt. who calls itself as Aam Admi ki parti, this is the Govt. which is careless, biased and Anti Bihar. Last years Koshi Flood was not a simple flood it was the castratope the River Koshi breached it’s embankment and all the development done by the State govt. gone in vain & the Central Govt. done What?? they even didn’t helped Bihari Brothers & sisters when they where fleeing from their home to just survive their life they were seeing lots of Human body floating in the flood water. The Central govt. had been always biased towards bihar, now when the Poor biharis goes any part of The Country for survival they got 2nd class citizens life in India
Shame on u d UPA Govt.
All the bihari should unite & fight against the discrimination

This UPA govt is biased… giving 1000 crore for Aila cyclone… Koshi flood was far devastating than that cyclone…. and allotted only 1000 crore and that amount also is being asked to return…… Shame on you Mr. Manmohan….
