The Ministry has appointed vice chancellors to three universities after the Election Commission gave its nod as the Model Code of Conduct is in place due to the Lok Sabha elections
Generally, the government is discouraged from taking appointment decisions prior to the elections when the Model Code of Conduct is in force. Therefore, a ministry needs the EC’s green-light to make such a move. The HRD Ministry had contended that the shortlisting process itself had been over before the Model Code of Conduct came into effect.
